Why is that people are having to walk down the middle of the str

Cape May - Why is that people are having to walk down the middle of the street in most of Cape May? Residents and businesses should be shoveling snow and ice from the sidewalks in front of their buildings, but entire blocks are covered in snow. I understand that a lot of people don't live here in the winter, but they should have plans made or they should be charged to have the city do it for them. I grew up in the Wildwoods and everyone was held responsible for shoveling and icing their own property. Why isn't that the case in Cape May?
