Why does the city let the dune vegetation grow so high as to blo

Cape May - Why does the city let the dune vegetation grow so high as to block ocean views in some places and encroach on the promenade in others? Why can't they just plant dune grass, which is more effective in preserving the dunes than the evergreens and large shrubs that currently block the ocean views.
