Cape May - Why does Cape May still have beach taggers? Nothing else in the city is enforced. You can walk your dog anytime on the promenade or the mall ... no problem. You can ride bikes and skateboards all day on the promenade ... no problem. Some can park their car without paying for the meter all day and not get a ticket. Why not just overlook beach fees too?
