Why do people feel that they can put their purchases on a bar se

Cape May - Why do people feel that they can put their purchases on a bar seat when people are waiting for a seat in town? I was in a local establishment recently and a lady came in, sat at the bar, and put bags from purchases on a seat next to her and refused to move them when people asked for the seat.
