Why are Cape May fire fighters not paid well?

Cape May - Why are Cape May fire fighters not paid well? Doesn’t the city have enough revenue from beach tags and parking meters to cover it? And also why wouldn’t county/city officials consider getting the rail line up and running? The tracks are there to include the rotating section over the West Cape May bridge. Imagine the money that would bring in.
