Cape May - Under legislation introduced by a New Jersey assemblywoman Margie Donlon ,Surfers and fishermen could get to the water’s edge without having to buy a beach tag under legislation. Here's my question. If the Federal Government owns the land from the high tide mark out 20 nautical miles, doesn't every citizen have an easement to cross over the beach to get to the ocean? How can any municipality force you to buy a beach tag if you are just crossing over the beach to get to Federal land?

The federal Government does not claim jurisdiction over the first three miles. How that impacts ,what you are saying is new legislation ,is unclear.. A day on a beautiful beach is priceless.
