Cape May - There is a clear, historic context that explains why shore property owners are denied a day in local elections. When the wealthy landowners decided the fares of their region, the dozens, even hundreds, of tenants on the land were denied suffrage. That clearly is not the case in 21st century New Jersey. Giving local voting rights to second homeowners does not deny suffrage to full-time residents or subject locals to some form of serfdom. Owner suffrage just allows the people who carry most of the tax burden to determine how the money is spent. They don't have a stake in 'patronage,' also.
