Cape May - Ok people here is a small summary of Handicap Placards. You are NOT to drive with them hanging from your rearview mirror. It clearly states that on your paperwork and the placard itself. If someone has one in their rearview mirror or on their license plate, but you see them walking about that doesn't mean they are "handicapped". They might have a condition which limits their movement. They might be emotionally handicapped. They may have a family member that has a disability. (You cannot use a handicap space if the handicap person is NOT present) their registration needs to be with the car.
