Cape May - To a North Wildwood spouter concerned about small dogs not being "service dogs" because they're lacking yellow vests: Service dogs don't always wear vests! I've got a service dog and his vest irritates him so he doesn't wear it. Americans with Disabilities Act doesn't require any service dog to wear a specific harness, vest or tags; they're just for show and not required in this state or others. You don't get to decide this dog isn't a service dog based on the presence, or lack of, a vest. Not all disabilities are visible.
