Lower Township when did it become o k for residents to throw ya

Cape May - Lower Township when did it become o k for residents to throw yard trash in their back yard three feet from a neighbors property. I know as a long time resident ,yard trash goes to the curb or to the dump. Lower Township code enforcement should be paying more attention to these issues . Residents pile years of trash in yards and it looks like a jungle and then they tell you it is ok to compose. Unbelievable!
