If the issue of COAH monies was as black and white as it's been

Cape May - If the issue of COAH monies was as black and white as it's been presented by city officials and one blogger, this should have already been resolved either by the state, the county prosecutor, or the city itself. What exactly is happening here and what else haven't we been told? Kudos to the Herald for pressing this issue and trying to hold these officials to account.
