Cape May - I would estimate there is one dog for every ten people on the mall. Some quiet dogs, some barking dogs. The barking dogs ruin everything for the quiet dogs. Even though the signs say no dogs on the mall, I guess we'll always have people who can't read regardless of how well their dogs behave.
