I don’t quite understand the reasoning behind Cape May city allo

Cape May - I don’t quite understand the reasoning behind Cape May city allowing cars with handicapped plates or placards to park for free at the meters. Disabled veterans definitely! But why does being handicapped make you poor? I went to park at the library recently and noticed behind me a Mercedes and in front an Audi both with placards. Yet here I was with my 12 year old car putting a quarter in. Certainly they could afford the quarter…..
