How is it that the city allows employees to smoke cigarettes in

Cape May - How is it that the city allows employees to smoke cigarettes in municipal-owned vehicles while on duty? This should be banned immediately. These vehicles must take a serious hit when it comes time for a trade-in. City employees need to be responsible for their actions. Don't throw cigarettes in the street or on my lawn and please properly dispose of them!
