Cape May - The governor signed legislation banning smoking at public beaches in New Jersey. Smokers, go into the water past your knees to about your waist and have a smoke! There is nothing they can do about it! The law only establishes "the beach." The state does not own the water. It would be no different if you were in a boat 20-feet offshore and smoking. N.J. is becoming a dictator state!
