Cape May - A Cold Spring spouter wondered why convicted former Cape May police officer Campbell was not charged with receiving stolen property (RSP), conspiracy, and official misconduct. There can only be a conspiracy if two or more persons agree to commit the crime, which was not the case here. Since Campbell stole the money from the PBA in his capacity in the PBA, not his capacity as a police officer, there was no official misconduct. He entered a guilty plea to theft charges, which precludes the RSP charge. People watch too much TV. The attorney general's office did a good job in prosecuting a shamefully bad officer who stole from brothers.
