Can't something be done to protect the two fountains at Washingt

Cape May - Can't something be done to protect the two fountains at Washington Street Mall? Kids are constantly playing with the spouts and then water stops coming out. Parents don't care and just stand by and watch! A lot of water is being wasted every day. Maybe some type of screen could be installed.
