Bring back the "Old School" form of government.

Cape May - Bring back the "Old School" form of government. Only two councilman and a mayor. No city manager. After the elections the three councilman went into the back room and selected a mayor out of the three. Ir was not very democratic but it worked. Definitely cheaper. Not very transparent but it isn't transparent today either.
