Blacks make up 13 percent of the population in the United States

Cape May - Blacks make up 13 percent of the population in the United States, and with all the coverage with incidents like Ferguson, you would think they were the majority in this country. The other 87 percent of the citizens seem pretty happy with the way things are as far dealing with police, so what's the problem?
