Example - $20 for an annual pre-season beach tag, a 100-room hotel buys two tags per room, 200 tags costs $4,000 and transfers each tag illegally (based on city ordinance) to every occupant, three days average stay. In season, three-day tag costs $12, or $24 for two persons each three days ($336) for 14 average stays per season. City revenue should be $33,600 for each 100-unit hotel. The violators reduce the city revenue $33,560. Estimated 300-400 rooms have illegally transferred beach tags, with a loss over $100,000.
