Scott's proposal, which has gone nowhere even with his fellow republicans, would apply to all federal programs, making them "discretionary spending". This allows for tweaking so a program can better benefit the citizens or be saved if necessary. The Pentagon budget is discretionary spending. They are not trying to shut down the Pentagon are they? The Democrats control you through fear. Don't believe them.
