I agree with you, that it is not the dogs fault, it is their owner's fault and yes, sea birds and fish also pollute the ocean and bay, but you forgot to mention the thousands of humans that "do their business" while bathing in the ocean and bay. They should know better, but then again, we are humans, the biggest polluters on the planet.
