I have hard time with this beautiful city not addressing the land mines. I mean it is safer to walk in the streets rather than the sidewalks. Who is responsible? If it's the owner of the residence, then there should be a fix-it time limit or a heavy fine. If it's the city then I'm perplexed on where the priorities lay.
