An Erma spouter wrote, "Your residence, whether you are occupying it or not, also requires a "constant demand for services," as I stated before. Police, fire, etc. are there to protect and serve the city year round." They are there to serve us year round, but our actual utilization of services is minimal at most. Year-round residents, who require actual service from police, fire, EMS, solid waste, etc. could not possibly afford to pay for those services year round, without tax money from those who only use them three months. Do the math.
