The DCA's report on Cape May's Bonus-Gate scandal involving the former city manager is the most wishy-washy position I've ever seen from a government oversight authority. In my judgement, this is misappropriation of public funds. Either the taxpayers are going to have to replenish these funds or the money will be repaid by the recipients -- I certainly hope it's the latter.
