Why do county employees who are assigned their own county vehicl

Cape May County - Why do county employees who are assigned their own county vehicles constantly park in front of the old court house, surrogate and County clerk office? Isn’t there a parking lot behind these buildings? They are taking parking spots on Route 9 and make it difficult for residents to do business in those buildings.
