Where was Wildwoods Administration while the people were getting

Cape May County - Where was Wildwoods Administration while the people were getting benefits. Whose job is it to make sure laws are being followed in these municipalities? Why aren’t they being charged for allowing it to happen. They were using taxpayers money for these benefits. Weren’t they audited and questioned by those auditors why do we even have audits do they really check how the city is running? Where are the checks and balances of these municipalities.
