I have a weird question.

Cape May County - I have a weird question. I have a new neighbor in a mobile home community who is a K9 trainer. Do they have the right to invite all their police officer friends to train K9 dogs on the property even though it is private property without notifying residents? A total of 6 police and undercover cars parked in the middle of the street blocking multiple peoples driveways. They took the dogs up to an open field towards the front to train. Many residents also have a lot of small dogs and use the field also. This occurred from 6pm to about 8:30pm on 2-10-22.
