How can 2 of the county commissioners vote on the salary resolut

Cape May County - How can 2 of the county commissioners vote on the salary resolution when they have numerous family members on the resolution? That’s why they don’t put names anymore because then the public would see all of their relatives. And if they abstain they we would know all of them have family working there.
