Is the county paying an employee a stipend for being a recordin

Cape May County - Is the county paying an employee a stipend for being a recording secretary for an outside agency ? $2,500 to record SNJFA meetings? I looked up SNJFA and it’s the Southern New Jersey Freeholders Association. Why isn’t that organization paying this person, I’m sure the county pays dues to be a member.
