Are these LED light strips illegal to have lit on the main roads

Cape May County - Are these LED light strips illegal to have lit on the main roads? I thought they were only allowed for "off road" use. They are extremely blinding when they're coming at you, so much so that you lose sight of the road in front of you. When will someone do something about this? When a car hits a pole or overturns, and possibly kills someone? There is absolutely no need for them on the main roads.
