Are there laws against drivers that have altered their exhaust s

Cape May County - Are there laws against drivers that have altered their exhaust system to create LOUD noise? It seems there is an increase in cape may county with this system. I have heard cars and trucks having this and it is very disturbing to say the least. The drivers get on the road and rev it up and speed down the road and jolt everyone around them. Very dis-respectful of neighbors around them.
