The only tools a president has to influence the behavior of other countries is either economically or militarily. A trade court in Manhattan said President Trump exceeded his authority. Of course he didn’t and that’s why an 11 judge appeals panel just overturned the trade court ruling. It is well within presidential authority to negotiate with other countries and use economic sanctions called tariffs to do it.
