The CM Chief Executive Officer/City Manager issued an order, akin to a King's Proclamation restricting the use of the Promenade and Beach, but, wait a minute, to what extent do local governments have the authority to control the beach? Seems like an over-reach of authority not granted by State or National statute. How in the world will the police enforce someone taking a stroll on the beach? We locals walk the sidewalks, ride our bikes, and enjoy our community.
