Civics 101 (CM): A resolution/ordinance is created, posted on the city website when it will be introduced (with at least 48 hrs notice); the public then has time at that public meeting to question (or send email with enough notice); this first introduction will not be voted on that day! The website is your source of information; it is your responsibility to mark your calendar when the meetings are and read the resolutions/ordinances posted. The excuse that not everyone has a smart phone or computer is no excuse; this is the 21st C. City Hall does not have time to handhold every citizen.
