There is a man dressed in camouflage who rides an electric bike

Cape May Beach - There is a man dressed in camouflage who rides an electric bike on the promenade regularly every morning. Typically between 8 and 10. He is riding at an unsafe speed. (Even the lifeguards told him to slow down as he whizzed by their station.). I question if these electric bikes should be allowed on the promenade.
