I don't understand why the road adjacent to the bay is Shore Dri

Cape May Beach - I don't understand why the road adjacent to the bay is Shore Drive and terminates and then picks up on the other side of Cox Hall Creek. It appears that Shore Dr. was to continue into Town Bank, but now bikers and walkers must use the dangerous s-curve on Clubhouse to get to Shore Dr. on the other side. Does anybody know why Shore Dr. never went through? When safety is being discussed about the sidewalk project, it doesn't make sense when Shore Dr. was allowed not to connect because of a residential home at Cox Hall Creek.
