Reckless use of cellphones while driving, putting others in harm's way in the process, can be brought under control. During the early 70s when tractor-trailer trucks were a real menace with their reckless ways, I triggered a campaign via letters to the editor citing errant vehicles' license numbers, date, time, and place so police and insurance companies could pick up on them. Endeavor played a key role in reducing traffic fatalities. A similar program could be initiated by individual citizens who care about the rest of us, too. A techie could even set up a website for monitoring.
