The author who wrote about the misuse of handicap placard and parking spaces probably should have become more informed of the situation before voicing their opinion. I personally know the person they are speaking of, and they have had multiple surgeries done on both shoulders and hips, which in all medical terms makes them handicapped. He/She obviously isn't as mobile as he/she has been in the past, but being in the water is very soothing on his/her arthritis. Yes, he/she goes out on his/her surfboard to keep spirits up. Next time, please observe a situation more before placing judgement.
