Can someone please explain how e bikes and scooters, that are doing 25-30 mph, are not considered motor vehicles ? All LSV & EV require registration, Insurance, license plates and safety equipment. There are daily occurrences of riders flying in and out of traffic without helmets or any type of safety devices.
