Why are these frightening, annoying and dangerous banner planes

Burleigh - Why are these frightening, annoying and dangerous banner planes allowed to fly low and loud, directly over my house in Burleigh every 15 minutes, all summer long? One almost crashed into my house a few years ago! The pilot ran out of fuel and ended up crashing into a backyard of a multi-family residence nearby. Thankfully, no innocent people were hurt! We have a right to peace and quiet here. Who should I file an official complaint with in order to get these planes to fly north?
