Why is the Jacks Place liquor license not being used?

Avalon - Why is the Jacks Place liquor license not being used? Jacks closed in 2017. There is an Inactive while Avalon is losing restaurants. Do the owners plan to use it? Borough officials: please help here! The owners should not be approved to keep it Inactive for another Summer. Use it or sell it (for a reasonable price)!!
