Why is it ok for the Avalon lifeguards to walk all over the prot

Avalon - Why is it ok for the Avalon lifeguards to walk all over the protected dunes, and leave their belongings up there? Those dunes (and the grasses planted by hardworking volunteers) are the only thing standing between our homes and a bad storm. No one else is allowed to climb on the dunes, but when it comes to lifeguards trampling the grasses to stash their gear, apparently it’s acceptable? I asked a couple of them about it, and they said that they were told it’s allowed. It certainly shouldn’t be.
