Why does the landscaping from 20th to 33rd Street look so neglec

Avalon - Why does the landscaping from 20th to 33rd Street look so neglected? Many of the stores have spruced their area up but the common areas look bad, including the Safety and Municipal buildings. Along with the proliferation of huge open signs/banners, Avalon is looking low income. How about replacing dead plants and getting some mulch out there. Is the town out of money?
