Why does Avalon have so many "sloppy" issues?

Avalon - Why does Avalon have so many "sloppy" issues? Wasteful spending for pork projects, bad streets, lax zoning enforcement, uncovered dumpsters, police ignoring texting and driving, antiquated, inefficient, messy trash collection, etc. Something needs to be done about these issues.
