Why does Avalon do everything possible to exclude public input?

Avalon - Why does Avalon do everything possible to exclude public input? The Planning Zoning meeting setup seemed designed to discourage participation. Sign-up sheets behind locked doors, items pulled from the agenda at the last minute, starting the meeting with a closed session and making people wait outside in the heat - very poor form. Zoom meetings or live stream would permit comfort, safety and inclusion.
