Why do some visitors to Avalon feel it's OK to walk in the stree

Avalon - Why do some visitors to Avalon feel it's OK to walk in the street instead of on the perfectly good and much safer sidewalks? I see parents pushing strollers in the street forcing cars into the wrong lane to avoid them. I see crowds on their way to the bars at night walking down the center line in the dark. If I hit one of them it will be my fault. This is a phenomenon I have not seen anywhere else. Maybe the police should politely advise them that is dangerous and illegal before someone gets run over.
