Why do people think a Spout Off is either accurate or true?

Avalon - Why do people think a Spout Off is either accurate or true? A spouter wrote that there was an unmarked truck in Avalon going home on a 60-mile round trip. The implication is that this person is using a borough vehicle for personal use and is really stealing from the second homeowner/taxpayer. I want this spouter to go to the next Council meeting with proof of this accusation so the thief can be arrested.
