Who is responsible for cleaning up debris streaming from new poo

Avalon - Who is responsible for cleaning up debris streaming from new pool installation bags flowing in front of many homes? Look around and see all the trash and dirt that collects in the path of the sewer. Doesn't appear that pool installers care, shouldn't be those homeowners who are unfortunately in the path, and the Borough Street Cleaners aren't addressing. Certainly, takes away from the beauty of Avalon. Plus, how unsanitary is this colored water that just sits for days?
