What's with all the lights?

Avalon - What's with all the lights? Bad enough Avalon wastes money on Christmas lights every night downtown, but now some bayfront homeowners seem to think they own the harbor. Blue LED party lights, green fish lights, illuminated walkway lights, etc. How can anyone sleep? Light spillover is a nuisance and light pollution harms people and wildlife.
